(four) “Transaction scan” means the procedure by which a seller or an agent or worker of a vendor checks, by means of a transaction scan device, the validity of the driver’s or business driver’s license or an identification card that is offered to be a ailment for paying for or obtaining cigarettes or other tobacco products and solutions.
